I think will be difficult to find ethical SEO consultants, you just need to ask as many questions as you can, and talk to some of their current clients to see what they think about the company services, and if they're happy with the results and service...

If you can do that just check the SERP of some of their customers to see if they still have the same position or at least close... As you know with search engines changing all the time your ranking can change over night...

Try to go for those that already on top of their market. Experts that keep up to date with the industry changes with training course, seminars, events, web updates, testing, tracking, and more....
